President Museveni says government will soon ban wearing of hoodies while driving or riding.

According to him, some wrong elements use hoodies on their jackets to disguise themselves after committing a crime.

“The people who killed [Arua Municipality MP Ibrahim] Abiriga were using a simple technique of putting on a jacket with a hood. The other day, we were having a security committee meeting. Why do you allow these people with hoods to move around? We are going to ban the covering of your head when you’re driving or riding on a bike,” he said while addressing mourners at Lukudu in Arua District.
MP Abiriga and his brother Saidi Buga were shot dead last Friday evening near his home in Kawanda, Wakiso District, by unknown assailants riding on a motorcycle.

Mr Museveni further noted that all cyclists in Uganda will have to acquire new helmets with reflective numbers at the back.

“All of them (cyclists) will be required to get new helmets with numbers on the back and the numbers must be seen even at night. No more hoods…Other methods will be said. All this is to discover the needle (criminal elements) in the haystack because we are trying to look for an assassin in three million people in Kampala here,” he added.

“We don’t want to use the method of roadblocks because that will cause a lot of confusion. We are going to use a metal detector to look for that needle,” he added.
Mr Museveni further reiterated that it’s true and possible that some people hated MP Abiriga because he’s a staunch member of the ruling National Resistance Movement (NRM) and uncompromising.

“..Why doesn’t the NRM kill the people on the Opposition! For us, we don’t kill people. We fight. If there’s a war we fight. If you start a war with the NRM, you’ll lose. If you want to fight, go to the bush and declare war instead of killing innocent people,”Mr Museveni added.

Describing the assassins as pigs, Mr Museveni said: “Now people are worried, sad and angry. Me, I’m sad, angry but I’m confident, we’re going to defeat these people. There’re going to see what NRM means in war. All those who have been sending threatening messages on social media are going to see.”
